Carrying out textual amendments manually
What to do when there is no task information
On occasion you might find that there is no task information associated with the provision you are updating. If this is the case, you can carry out the amendment manually.
Check out the affected provision either from the Update Details page or from the Table of Contents. Check out the amending document using the manual options - Legislation – Download Amending Document
Edit the pre-populated field with the URL for your amending legislation (use the editorial website to work out what this should be), for example:

Copy the amending text and use the manual menu option to insert or substitute your text – Legislation – Manual Textual Amendments:
You will be presented with a number of pop-up boxes:
- Confirm if this is an inline amendment or a block amendment. This will default to inline, you only need to change this to block if you are doing a whole provision insertion/substitution or other block amendment.
- You will be warned that you haven’t associated the amendment with any tasks. Press OK.
- When asked to provide the text for the annotation, again press OK to insert a blank annotation (it is much easier to draft the annotation in the document than in the box provided):
Draft your annotation based on the information on the update details page and the effects spreadsheet, for example:
S. 17A inserted (19.12.2012) by The Animals (Scientific Procedures) Act 1986 Amendment Regulations 2012 (S.I. 2012/3039), reg. 18 (with Sch. 3)
Please cite the full title of the amending legislation this will enable the system to generate a link (Note: we are still working on automatically generating the links to the provisions – please don’t worry about these in the manual annotations. When we fix this we will do a global fix which will automatically add in links to all previously created manual annotations).
In all other respects the amendments should look the same as any other:
If you carry out any manual textual amendments, please add a note for the reviewer next to the effect noting that the amendment and annotation were added manually.

Inserting an annotation manually
To manually insert an annotation, place the cursor where you want the annotation reference to be inserted and select the type of annotation from the Manual Annotations menu:
When prompted, you can then enter the text for the annotation in this pop-up:
Or, if you choose to, you can select "OK" and edit the annotation within XMetaL once it has been inserted.
If there are existing annotation references in the same location that you need to insert your annotation reference, be aware of the type of effect and the dates of the existing annotations and make sure you insert your new annotation reference into the correct location accordingly.

Note: you can also insert an annotation by selecting “Insert Commentary” from the Non-textual Amendments menu item (making sure the relevant task is selected in the Task Manager), and this will generate the text of the annotation (this also works for textual amendments).
