Textual amendments
What to do when there is no task information
On occasion you might find that there is no task information associated with the provision you are updating. If this is the case, you can carry out the amendment manually.
Check out the affected provision either from the Update Details page or from the Table of Contents. Check out the amending document using the manual options - Legislation – Download the Amending Document
Edit the pre-populated field with the URL for your amending legislation (use the editorial website to work out what this should be), for example:

Copy the amending text and use the manual menu option to insert or substitute your text – Legislation – Manual Textual Amendments:
You will be presented with a number of pop-up boxes:
- Confirm if this is an inline amendment or a block amendment. This will default to inline, you only need to change this to block if you are doing a whole provision insertion/substitution or other block amendment.
- You will be warned that you haven’t associated the amendment with any tasks. Press OK.
- When asked to provide the text for the annotation, again press OK to insert a blank annotation (it is much easier to draft the annotation in the document than in the box provided):
Draft your annotation based on the information on the update details page and the effects spreadsheet, for example:

Please cite the full title of the amending legislation this will enable the system to generate a link (Note: we are still working on automatically generating the links to the provisions – please don’t worry about these in the manual annotations. When we fix this we will do a global fix which will automatically add in links to all previously created manual annotations).
In all other respects the amendments should look the same as any other:
If you carry out any manual textual amendments, please add a note for the reviewer next to the effect noting that the amendment and annotation were added manually.
Amendments to images
Some amendments make changes to forms, maps, diagrams, etc. that are held as image files. We are unable to add, substitute or edit these image files ourselves. Instead, update editors should manually insert an F-note annotation in a suitable position in relation to the form tagging and provide a more explanatory annotation using the drafter’s text. For example, a suitable position for the F-note reference might be within the <ukl:Number> tags of the Schedule that contains the form, or within the <ukl:Title> tags of the form if available (see examples below). The Element List window will show you whether it is possible to insert a <ukl:CommentaryRef> tag in your chosen location.

If the amendments are more complex or so large that it seems unfeasible to include details in the annotation, then we could summarise the amendments in the annotation rather than giving verbatim text, but there should still be a more explanatory F-note than usual. If you have any difficulty formulating such an annotation, consult a Review Editor. Where images are being wholly inserted or substituted, this should be referred to a Review Editor to pass on to TSO.
If an amendment requires that an image is omitted, the tagging for the image should be repealed and the image replaced with a dotted line with an F-note:
