Note: When prompted, select ‘<strong>save file</strong>’. Once the document has been downloaded, open it by double clicking it in the download box.  Alternatively, right click on the file in the downloads box and select ‘<strong>open containing folder</strong>’. From the containing folder, select your file, right click and select, ‘<strong>Open with > XMetal</strong>’. XMetaL does not need to be open already.</li>
 
 
 
<li> You will see the amended provision in the upper pane of the screen. By default the legislation will be shown in ‘tags on view’. In the lower pane (‘resource manager window’) you’ll see the amending tasks you need to carry out. The list will be collapsed by default.  To expand,  click on the small cross to the left of the word task.
 
 
 
Note:
 
* If the resource manager window does not open automatically it can be opened by selecting ‘view’, ‘Resource Manager’. The ‘resource manager’ window can be moved around the page to a position that suits you for editing.
 
* At the moment the tasks in the ‘resource manager’ window not always give as much information as the task information shown on the ‘Update Details’ page or in the amending legislation. They may also be in a different order. Work is underway to give more information in this task pane.
 
 
 
<li> Open the amending provision, to gain a fuller understanding of the content of the amending provision, double click on the task in the resource manager window. The first time you open XMetal a dialogue box will open asking you for your username and password, once you enter it will show you the amending provision.</li>
 
 
 
<li> Read carefully what the amendment is and where it goes and proceed accordingly.</li>
 
 
 
<li> In the amended provision, <u>check if there are any commentary references in the text to be substituted</u>.  If there are, read the corresponding commentary which appears at the end of the provision (the numbers of the commentary ref. and commentary will match).  If the commentary only relates to the text being substituted then delete both the commentary reference and the commentary.  If the commentary is also related to other points in the text of the provision unaffected by the substitution, ONLY delete the commentary reference in the text to be substituted and leave the commentary. 
 
 
 
<u>If the commentary reference appears next to the provision number or in the section heading</u>, check if the commentary reference is for a textual amendment (f-note) or a non-textual amendment (c-note):
 
 
 
<strong>C-notes: Don’t remove any c-notes</strong>. When a whole provision or sub-provision is substituted, the existing C-notes do not necessarily become redundant. If the affecting legislation giving rise to the C-note has been repealed or revoked then they should be removed. However, please do not remove them without consulting a reviewer.
 
 
 
<strong>F-notes:</strong> Where they exist these will usually need removing. Read the commentaries first to ensure they will no longer apply after the substitution is complete e.g. they relate to the original insertion of the sub-provision.
 
 
 
If in doubt seek advice from a review editor.</li>
 
 
 
<li> In the amending provision <strong>highlight and copy the sub-provision</strong> that is to be substituted by selecting the <strong>ukl:P1para</strong> after the <strong>ukl:Pnumber</strong> tag (ensure all the text including punctuation is highlighted).  You can right-click and copy or use the standard ‘edit’ ‘copy’ menu options from the toolbar.<strong>insert image</strong></li>
 
 
 
<li> In the amended provision <strong>highlight the ukl:P1para</strong> for the sub-provision to be substituted.<strong>insert image</strong></li>
 
 
 
<li> Highlight the task in the ‘resource manager’ window.</li>
 
 
 
<li> Using the menu on the tool bar at the top of your screen and select; <strong>Legislation > Textual amendments > Substitution</strong>.</li>
 
 
 
<li> If the heading of the substituted provision is different from that of the original provision use the standard copy and paste options to replace the text of the heading in the amended document.</li>
 
 
 
<li> There should be brackets around the text of the substituted provision, as well as an annotation reference.  At the end of the provision, the annotation commentary explaining the amendment that has just been completed should have been automatically created:

Check that the commentary is accurate and complete.
 
 
 
Note: When you carry out the amendment the cursor will be left at the point the automatic annotation was inserted you will need to scroll back up the page to see the inserted text.</li>
 
 
 
<li> Once you are satisfied that the amendment/s are correct and completed. Go to the menu at the top of the screen. Check in your work: <strong>Legislation > Check in</strong> or continue to the next amendment.
 
 
 
Confirmation of this should result in an XMetal Author dialogue window stating;
 
Document is checked in successfully. The amending document will not be checked back in. Please close this when finished with.</li>
 
 
 
<li> The task in the ‘resource manager’ window should have a green tick next to it.</li>
 
 
 
Note, there might be occasion where there is multiple substitutions of the same words substituted throughout a provision, i.e. 1955 c. 6.  As long as the same task in the amending ‘resource manager’ window is highlighted on each occasion it is possible to carry out the same occurring substitution of words and generate the same commentary ref each time, (to the one footnote commentary), without an unnecessary new footnote commentary also being created.</li>
 
 
 
<li> Minimise XMetal and go back to the ‘Update Details’ page and refresh that page.</li>
 
 
 
==What to expect==
 
 
 
<li> Check that all the amendments you carried out in XMetaL are set to ‘edit complete’.</li>
 
 
 
<li> Select the <strong>Newly Edited version</strong> tab to see a preview of the updated provision. Check that your amendment and annotation commentary formats as anticipated.</li>
 
 
 
<li> To check the version history and see how the provision would look in the context of the whole Act, select the <strong>preview legislation</strong> button and check:
 
 
 
* You’re satisfied that the amendment has formatted correctly.
 
* Check that the new words were inserted in the right place and has square brackets surrounding them.
 
* annotation commentary reference and the annotation commentary are correct.
 
* The right point in time has been created at provision level to accommodate this amendment.
 
* The right point in time has been created at Act level.</li>
 
 
 
<li> After checking all the above, use the ‘back’ button and select <strong>Return to Task Overview</strong>. If there are more effects to be applied to the legislation that you’re working on, click on the <strong>Next Step</strong> button to move on to the next affected provision.</li>
 
 
 
<li>   You should find that the bar chart diagram has turned partially green indicating  that either part or all the amendments within the provision at that point in time have been completed.</li>
 
 
 
<li> If there are no more effects pending to be applied to your Act, once you’re in the task overview page select: <strong>Complete update > First step</strong>.</li></ol>
