The Effect ID is automatically generated and is a protected column in the spreadsheet. If you try to enter data in this column, a pop-up will state "Do not change effect IDs. The effect ID is the unique group of numbers and letters that you normally see in XMetaL after the opening "ujl:Commentary" tag of an amendment's annotation.
